Through a partnership with Clean Energy States Alliance (CESA) and Clean Energy Group, Sandia has created a procurement guideline that offers useful information for states, municipalities, project developers, and end users to consider as they develop solicitations for energy storage projects.
The document includes a matrix of elements to include in a Request for Proposal (RFP) that serves as a checklist of information to provide in the RFP, suggests questions that should be asked of potential vendors, and includes information on what to look for in vendor responses. In addition, the document contains two sample RFP templates: one for behind-the-meter energy storage projects and one for utility-scale energy storage projects.
The document was originally drafted as a resource for Massachusetts Department of Energy Resources’ Community Clean Energy Resilience Initiative awardees and was funded by the U.S. Department of Energy Office of Electricity Delivery and Energy Reliability with additional funding from the Barr Foundation. It is now available for use by any entity soliciting energy storage proposals.
