Assumptions:
1)
Each technical proposal will be evaluated separately
by technical staff members (energy/ facilities personnel,
personnel responsible for pools, finance personnel and independent
contractor acquainted with solar energy systems). After
individual scoring, all of the evaluation team members will
meet to discuss and finalize their scores.
2)
Based on a summary of the scores, the proposals will rank
ordered.

3)
The cost proposals shall be examined by procurement officers
and staff members. Based on the proposed cost and the technical
ranking, the proposer that provides the best value to the
government will be selected.
4)
Timeframe: Technical evaluations will be completed by within
three weeks of proposal submission. Contract award is will
be made within two weeks from evaluation completion.
