PROPOSAL EVALUATION PLAN

EVALUATION PLAN OF PROPOSALS
FOR THE SOLAR POOL SYSTEMS

Assumptions:

1) Each technical proposal will be evaluated separately by technical staff members (energy/ facilities personnel, personnel responsible for pools, finance personnel and independent contractor acquainted with solar energy systems). After individual scoring, all of the evaluation team members will meet to discuss and finalize their scores.

2) Based on a summary of the scores, the proposals will rank ordered.

A sample score breakdown is as follows:

I. Proposer Qualifications – 20 pts
II. Technical Proposal–45 pts broken down as follows:
Innovation–15 Work Plan-10,
Other components of the Technical Proposal – 20
III. Financial Proposal and Contractural Terms 35 pts

3) The cost proposals shall be examined by procurement officers and staff members. Based on the proposed cost and the technical ranking, the proposer that provides the best value to the government will be selected.

4) Timeframe: Technical evaluations will be completed by within three weeks of proposal submission. Contract award is will be made within two weeks from evaluation completion.
